Dave Pasqualle
President
“Don’t worry about the small things, worry about the big things.”
Dave is Guardian’s owner. Dave brings over 36 years of construction experience, starting with a shovel as a general laborer at the age of 16. He then learned how to operate and run all types of heavy equipment. From there, he rapidly rose to the positions of Foreman and then to General Superintendent. His ambitious drive in the industry has embarked on the formation of Guardian Civil Contracting, LLC. With this commencement, Dave is managing all areas of construction projects from pre-construction through the final closeout using his quick problem-solving skills and great customer service to give clients the quality product they are looking for.
When Dave is not managing a job site, he spends time with his wife Tina, whom he has been married to for over 32 years. They have three daughters and seven grandkids. Dave and his wife will never pass up the opportunity to take a nice long motorcycle ride or to spend the day at the park with their grandkids.

Kellen Panzer
Project Manager
“Everything you want in life is on the other side of hard.”
As Project Manager, Kellen uses his reposeful, insightful and driven personality to bring projects to completion in a punctilious manner. Kellen’s career in construction commenced when he was 19 years old. Like other Guardian team members, Kellen started in the industry as a General Laborer. He quickly expanded and learned how to operate heavy construction equipment as well as becoming a refined grade checker. He had the opportunity early in his career to work at the Port of Entry on the border of Mexico at the 2nd largest power plant crushing concrete for over two years. Having completed an immense amounts of construction projects, focusing on demolition, earthwork, grading, and asphalt paving, Kellen now oversees every aspect of a job site ensuring jobs complete on budget and to the trade partner’s vision.
Kellen relishes his down time hunting and fishing with his teenage son and wife Melissa, whom he has been married to for over 15 years.

Jim Malinowski
Chief Estimator
Jim Malinowski joined Guardian Civil in the Fall of 2022. As one of our leading Estimators, he spends his days providing cost effective project estimates, meeting with customers, working with vendors to get accurate and timely pricing and visiting job sites. Jim has over 25 years of construction experience with a variety of projects. He started his career manufacturing asphalt and has worked his way up to Estimator. He now specializes in Earthwork and Paving, providing project bids for both commercial and residential properties.
Off the job, Jim has an abundant amount of energy. He enjoys racing and has been a Performance Driving Instructor for over 40 years. He also plays golf and spends time with his grandchildren.
Jesse Malinowski
Estimator
Guardian welcomed Jesse to the Estimating team mid-July. Jesse’s background spans twenty years in the Water Utility Industry in Southern California. This consists of five years in mechanical maintenance construction, ten years in the water quality division, and five years as a treatment plant operator.
Off the job, he enjoys racing, camping with his wife and being around friends and family.

Kelly Wallace
Project Administrator
“Never give up.”
Kelly is the main gear in our operations, as our clutch Administrator she oversees all internal operations of Guardian including project documentation, accounts payable, accounts receivable, purchasing, submittals, blue stake, tracking subcontractors, transport and human resources. Kelly has decades of intense operations experience within the civil construction industry sector. By being highly organized and analytical she is able to overcome the challenge of keeping projects on budget and running smoothly, combined with her outgoing personality and ambitious drive, Kelly is a super valuable tool to the Guardian Operations.
Outside of Guardian, she operates her own consulting construction business where she helps clients in many different industries. She has four grown children and two grandchildren. She loves Halloween and spends months getting ready for it.
